The first time could be construed as an accident. He kept backing up though and stepped on him with his other foot. At that point it seems awfully intentional.

Not only that, but he leaves his other foot in the air so he can put all of his weight on the foot that he has on Rodgers' leg.

Completely deliberate and it should result in a suspension being as this guy has multiple incidents just like this in his career.
