It's more the fact that most cities in the south aren't prepared for these kind of storms because they don't get them very often.
 
It's true, though. Most cities don't have the resources like snow plows and sand spreading trucks to handle that kind of weather event. That's why shit gets shut down. It would be stupid for municipalities to invest a ton of money on crap they only use once every decade.

Yeah and local politicians steal more down here. They need the money for boats, patios, pools and warm weather stuff.
