This should have been a stand alone bill to help small businesses. Instead we are sending billions overseas and throwing in copyright pork. Ridiculous doesn't seem to really cover it.

Illegal immigrants don't get anything. This provision just says that households that have people in them without social security cards aren't exempt from the payment. The person without the SS card doesn't get anything, just the rest of the people in the house that do have them.
