From what I've seen the transmission and mortality rates are much higher and what they're doing now is basically trying to stem the tide to take pressure off the healthcare infrastructure, which is the main reason for the panic on a macro-level as far as I can tell.

The panic and hysteria on a micro-level is seemingly a combination of social media and people generally being panic monkeys.

Keep in mind that the world has had decades to tease out responses to the flu and if the flu as we know it was something brand new that popped on the stage tomorrow we'd probably be seeing something similar.
