Look at the Strzok-Page incident. The IRS targeting right wing libertarian groups. Brennan and Comey basically trying to bring down Trump.

They should have known from their own intelligence agencies that there was no trail to connect the Russian hackers and American politicians because both were in a surveillance mode for sometime. Since they had nothing to hand over I would fit that they would concoct a scheme for another presumed but fake intelligence individual to deliver the goods. Hence the dossier. Additionally both have been extremely vocal about Trump and his presidential tenure.

I saw that when I was pouring through this thread earlier today.

I don't doubt it at this point.

It would also explain why folks at the intelligence agencies (read: Strzok and Page) were telling each other "We'll stop him" from becoming President.
