I tend to think he means someone that wouldn't be on the 30 visits.  And they keep mentioning Parsons like he fell to us and was just too good to pass up.  No, we just happened to miss out on the guys we wanted to take and traded down and then he was the consolation prize. 
Lamb of course was different, he was a true, OMG, he fell to us type pick.  But when the Cowboys say this shit, I think you're looking sort of at a pick like Claiborne was where the Cowboys really hadn't shown their interest in him ahead of the draft.  I have no idea who that would be in this draft.  I guess someone like Garrett Wilson, Stingley, or Kyle Hamilton?  I'm trying to think of guys with a chance to drop.  Someone like the top two OT's there is zero chance they drop.  And then obviously if you think it's a name on the 30 visit the two guys you listed could be possibilities.  But I think odds are the Cowboys think they have a real shot at those guys at their pick.
		
		
	 
Considering they jumped up to 6 to get Claiborne they must have thought he was going 3-5 overall and were shocked he wasn't.
Back then pick 6 cost picks 14 and 45.  This draft probably takes picks 24, 56, and 2023 1st .
Who's that guy today that commands a trade well into the top ten... 
-- maybe if Neal or Ekwonu drop?  This makes the most sense.  There is no one capable of being that LT for the next decade like they except Cross.  Cross makes more sense and it would not take as much draft capital to move up.
-- Pass rusher?  It's tempting to bring in someone who could force teams to play Lawrence and Parsons more evenly.  The top three guys just ain't falling.  out of the top 5.  That leaves Jermaine Johnson, and I can't see that.
-- maybe the top two WR's?  But can the high cost justify the drop from Wilson or London to a guy more in our range like Burks?
-- maybe the top CB's?  With Dallas this is always a possibility, especially with Joseph suddenly iffy, but again the cost can't justify it.  Gardner and Stingly Jr are more latter half of the top ten and so it would cost less, but still a lot.
The more I think about it, any trade up target would more likely be someone the Cowboys thinks is a top 12 guy falling down to 15-18.
Cross, Davis, Johnson, Karloftis, or maybe one of the corners or Wilson.
