Hit too hard. That's the unwritten rule.

NFL would get too much criticism for legislating it, but it's the truth. Could be completely clean hit, but a 260lb LBer teeing off on a 190lb WR would get flagged 3-out-of-4 for the decleater no matter if shoulder-to-shoulder.
