In the end there is no reason why a 14 year old shouldn't be able to work.
Now the part I'm not sure I get is the whole "not civilly liable" part. I'm guessing this is a bit of a misrepresentation. My assumption is that the standard is going to be that of an adult and that they can't be held liable strictly for hiring someone 14 for the job.
