As far as I know, HIPAA only applies to medical professionals.

I'd love to have the player but I wouldn't do it. Having no first rounder in 2 out of 3 years is not great.

The Jets want a 1+3, which is fine, but their tune will change once he sits out half of TC, is a pain in the ass in the locker room in September and games are being played without fans.

I think they'll take a 1 as the trade deadline approaches and I'd gladly give it up.
