Why not? Non throwing shoulder, reinjuring it won't be life threatening and this might be the last year in his window. Give it a go.
Might be able to Put a guard on it since it is a fracture.

You obviously have never had your collarbone broken. You don't just "suck it up". Walking hurts, let alone everything else.
