Even if his elbow and ass cheek didn't touch the ground, the way the refs pretty much stopped play and everyone just stood around looking confused they should have negated the TD. Because the refs actions made it look like the play was over.

Not really. If the whistle didn't blow keep playing. He didn't think he was down and the line Judge or whatever kept running down the sideline with him.
