It's not just the managers or GMs these days. Sometimes it's the agents who dictate how their clients can be used.

The most famous example of this was Scott Boras basically bullying the Nationals to shut down Stephen Strasburg early in his career after he'd reached a certain amount of innings pitched.

The Nationals were in the middle of a pennant race and even made the playoffs that season, but Boras had them shut Strasburg down in August. IIRC, Strasburg was the ace of the staff and an all-star that season.

Hate him all you want, but Boras knew what he was doing. Stras has been plagued by injuries his whole career. He may have never gotten that big payday if they didn't treat him with kids gloves. They won the WS in 2019 and he has 8 total starts since then.
