There is a minimum cash you must spend. I don't think there is a maximum amount you can roll over on the cap from year to year. That's why you get some teams with just insane cap space, like over 100 mil type cap space. But there's no way that's correct. We'd have heard that 42 number all offseason if it were. I think he saw a number without CD on the roster (since we put him on the inactive list or whatever).
