Teams rarely tip their hand publicly before applying the franchise or transition tag.

But if you have no intention of using the tag -- or in the case of one player are restricted from doing so -- why play coy?

"We are not using the franchise or transition tag,'' Cowboys executive vice president Stephen Jones said.

Teams have until March 1 to use the designation to inhibit their top players from hitting the free agent market. But the window for applying the tag opened Tuesday, and Jones made it clear that strategy is not in play for the club.

That's a significant departure from last offseason when the Cowboys tagged Pro Bowl receiver Dez Bryant. The club used the non-exclusive franchise designation, meaning it retained the right to match any offer Bryant received or receive two first round picks as compensation if it allowed him to depart.

Since the franchise tag requires a one-year tender at the average of the top five players at the position or a 120 percent increase over their previous salary _ whichever is greater _ teams use the tag sparingly. The Cowboys included a clause in Greg Hardy's contract that prevents the club from using the franchise or transition tag on him this offseason.

The Cowboys prefer not to use the tag and have applied it to only four players during Jerry Jones' ownership. Those players were offensive lineman Flozell Adams, safety Ken Hamlin, defensive end/linebacker Anthony Spencer (twice) and Bryant.
