Now that I did not know. What is the new rule?
The previous rule allowed the 3rd QB to dress and not count towards the 45 man active roster limit on game days, but the 3rd QB could only come in if the 1st and 2nd string QBs got hurt. Once the 3rd QB came in, the other QBs weren't allowed to play the rest of the game. In 2011 they increased the active roster size to 46 and got rid of the 3rd QB exemption. A team could still keep 3 QBs active if they wanted, but the 3rd QB would count against the 46 man limit, so almost all teams just have 2 QBs active and have another position player as the emergency QB if the first 2 get hurt.

This game turned surprisingly fun to watch. No pressure or stress in the second half and our defense decided to come to play. It's actually pretty enjoyable.
