But isn't that when it is enforced? I thought it wasn't enforced when the clock was stopped. Or is it because they didn't stop the clock and etc the play continue?

They blitzed him to try to make him move but he anticipated it and got outside. I would have preferred the exact opposite if I was AZ. Would have wanted him throwing from the pocket.
Plus that is the one spot where you should really play prevent. Just have two guys shadowing every receiver.

But the aggressive pass call on that offensive series, and blitzing on that last down, absolutely cost them.
