Pit bull question

If a pit bull is walking down the road with a gun, does the cop have the right to stop him and ask for ID?

More like if a man is walking down the road with a pit bull can the police stop him. Everyone knows pit bulls are more dangerous then guns...

I can't remember who it was, but a guy on one of these forums considered himself a dog whisperer and could talk to dogs over the phone.
