That post-Jimmy 90's staff was also terrible at adjusting to life without Emmitt, Irvin, or Aikman because the GM feared bringing in players of similar talent. The backup-level talent was so terrible they couldn't do a damned thing in the same system either and the coaches found themselves unable to make even a single tweak to accommodate .

When Chan Gailey came in he was able to get players like Rocket Ismail, Chris Warren, and Ernie Mills involved. By then the patchwork OL, lack of depth, and fading defense doomed the team, but you got the feeling Gailey knew how to get players of varying strengths involved.

Maybe Garrett has been denied talent, but I think a lot of it is on him and Linehan.
