I haven't looked it up but my guess is the 17th opponent is determined by where the Cowboys finish in the NFC East. I believe they're then matched up against the similarly ranked team from the AFC division that they played the year before.
The Cowboys played the AFC East last year. The Patriots finished 3rd in the AFC East. Cowboys finished 3rd in the NFCE.
If that's how it works then the Browns and Cowboys will play again in 2022.
