I've been building in Dallas for almost 30 years and if I've gotten 2 call backs in all that time from someone working at the city, there's a great chance I've grossly exaggerated the truth. These damn government bureaucracies become cold machines that care nothing about anything but pain avoidance; they are not held to account for their lack of courtesy, not calling people back and I'm convinced most are merely holding on for dear life to reach retirement so they can finally be free of their stressful 8 to 4:30 job they toiled away at for so many years. I suspect its not much different where you are.
If I want to get anything done or get answers to questions, I have to get in my truck and drive down there and meet with them face to face. Be sure to have done your homework because their position will always be:
"when in doubt, say no"
I want to create a food & beverage concept out of a shipping container and went to the city to discuss the requirements and I couldn't even get the word "container" off my lips before the man cut me off and said you cannot do food and beverage out of a conveyance (aka container).
I siad, I'll buy you lunch right now at one within walking distance of this building that will prove otherwise.

I'm thinking you sorry mutha-f.... If I hadn't known it was possible and didn't have the tenacity to fight back, I would have left thinking it couldn't be done.
Fucking obstructionist assholes that know-nothing about building anything, creating anything or trying to do either of the latter within the tortuous labyrinth of obstacles one has to navigate to actually pull off either of the above.
Its infuriating that what I do gives these fuckers their jobs in the first place and my reward is being treated like I'm committing crimes if I try to think outside the box and re-purpose something like a container, which we have way too many of because China ships their goods one way for the most part resulting in an over supply of containers in the states.

I was surprised when I was getting call backs and help on this issue, but it didn’t last long for whatever reason.
I’ve dealt with the same bullshit in the past, though.
I was a roofing contractor for years, I had one especially bad/great experience with the city inspectors and head of the building department.
Here, when you do a tear off and recover, it takes 2-3 inspections depending on which jurisdiction you’re in.
I was doing a roof about 5-6 years ago, my guys tore it off, sheeted it and nailed it off. I called in for a sheeting and nailing inspection for the following day. The next day I showed up about 4:30pm to see if the permit was hung up by the inspector and signed off so we could shingle it the following day. There was no permit, so I was like “wtf?”.
I called the city, asked them what happened, the person on the other side of the phone assured me the inspector had been there and we were good to go. Following day we shingled it and called in for a final inspection for the next day.
About 1:30 the next day I’m waiting for the inspector. He shows up, walks up to me and starts asking me what I’m the hell I thought I was doing finishing the job before I got a sheeting inspection.
I calmly explained I had been assured he’d already been there, singed it off, and didn’t leave the permit card by mistake. He would have one of it. He assured me I’d half to rip off half of the roof, areas he selected, and then reroof the areas he wanted to see, to which I told him with a chuckle “bullshit, I’ll see you back at your offices along with your boss before closing time today.”.
I was down there waiting for that particular inspector to get back from his route, already explained the situation to his boss. When they both had a moment to talk about it alone, they came over to me and told me by law I have to tear off 4 10’x10’ sections to reveal the sheeting and nailing of the inspector choice.
I told him that was fucking stupid. I paid for the permit, left it open for the inspector, called it in, then was told it was inspected by their permit department and to go with it. They both didn’t seem to give a shit.
Finally I had enough. I told them I wanted both of their business cards. I’d be tearing off 4 10’x10’ areas, purchasing the replacement materials, and doing it the next morning.
Then I told them I’d be billing their department for the labor and materials. After that the head guy relented and said this time he’s let it slide, but next time it would be a problem. I just laughed and told him there would have been no problem if his department could get there shit together and not ghost an inspection and then have their operator telling contractors that it was inspected and to go on with the job.
I am so god damned happy I don’t have to deal with inspectors on that level anymore. I’ve had some of the worst arguments of my life with inspectors.
I did have one absolute dream of an experience with a county about 1.5 hours away from me.
They only require final inspections on all of their permits. They don’t fuck with you unless you are a homeowner doing the work yourself. If you have a license and insurance/bond, they let you do whatever you want. The guy told me “that’s why you have all the licenses and shit, you’re liable if something goes wrong, not the inspectors.”. Beautiful attitude.
