A sexual encounter by an owner has no affect on the outcome of a game. A player(s) high on drugs might affect the outcome of a game.

Irsay's DUI had zero effect on any games and that didn't stop the League from suspending and fining him.

Conduct for owners is no different than players, they are supposed to be held to the same standards.

It doesn't fall under the performance enhancing guidlines by the NFL. So it actually has nothing to do with on the field performance.

They don't police it as a potential performance enhancement.

They police it because of money - they are afraid of negative public opinion and losing sponsors.

When I replied to you, your statement was a reply to someone who specifically mentioned pot and you said that's why they police it.

Again, were talking about two different things. Pot is not a performance enhancer.
