It's really the whole point of a conditional seventh round pick. It's a way of a team saying they basically don't value the player more then to put a waiver claim in but they know they wouldn't be near the top of the waiver wire so they offer something of little and potentially no value. I'm guessing we'd be near the bottom of the waiver claim list considering our record last year.
