I highly doubt it.
I think he is listening more when it comes to actually evaluating the talent. The success of the bottom tier FAs and the top of the draft bare this out. But when it comes to actually building a team or running a draft, he either isn't soliciting the input or it isn't there in the first place. He just can't resist taking crazy gambles, and for some reason sees the middle of the draft as the time to roll the dice. That's just my outside view of it, but I think it makes a lot of sense with the way the team has gone lately.

That's the biggest issue. By the time Jones has gotten lucky enough to pull talent together, his core is too old to take advantage of it.

Too many missed 2nd and 3rd round prospects.
Then we start all over.

The problem is, the meat of a team is built in the middle rounds. And, he sucks in those rounds.

He has no respect for the middle rounds at all, unless of course it's a high round prospect who's dropping because of an injury or some kind of insanity.

Jerry Jones is like most CEOs. He delegates and rubber stamps.

If he likes something, he approves. If he dislikes, he overrules. He listens to too many and how little to no original thought. And most of the time it depends on how healthy his shit was that particular morning. There is little to no thought process involved with the decisions why it was brought to his attention or how the troops on the field feel about it. He does know how he is perceived and desperately wants people to think he is in charge though.

From time to time sticks his nose into things he does not understand and makes firm decisions. Then when they explode in his incompetent face, he cuts someone else's nuts off.

If that is what Fisher means by "little role in personnel decisions", I agree.
