You're throwing the baby out with the bath water. Your logic is flawed. Just because a unit performs terribly doesn't mean every player in the unit was terrible.
Of course not, Hatcher was good. The rest of them were more bad than good, which is why our defense finished 32nd. If we had half our guys turning in acceptable seasons, it wouldn't have been as epically bad as it was. But that wasn't the case, most of them (all of them besides Hatcher, really) were not good enough.
He wasn't terrible... he just wasn't very good. And invisible down the stretch (though to be fair he did have a good game in the finale against Philly). Basically the opposite of what you want if you are trying to build around your DL. His track record of bouncing around the league does not bode well; his disappearing act down the stretch bodes even worse, and the fact that other than his 7 sacks, he didn't make enough plays or get consistent pressure seals the deal for me. In a more limited capacity he could be intriguing but he is nowhere near the type of player I'd be looking for opposite my stud right end (whether that is Ware or someone else). I'd want an Anthony Spencer type.... a guy who is actually very, very good against the run and a legit pass rusher in his own right (at least, the seasons he was good, not his early, undeveloped seasons). Selvie is not that good.
If Selvie is so easily upgraded as you suggest, please list me 63 NFL DE's with better numbers because that's how many starters there are in the league besides Selvie.

Hey, I'm willing to bring him back. I'm not saying he has no place in this league. I just would under no circumstances say that last year's performance merited being a favorite to start on a quality defense. If we can't get around to replacing him this year, I get it, we are so desperately bad on the DL he isn't the biggest problem, but he'll be on the block next year then. At least as far as the starting lineup is concerned.
By the way Selvie was excellent against the run.

Well, not as such, because they are dependent on the guys in front of them and the DL as a whole was shit. I don't really blame Brandon Carr for sucking, he is what he is, which is, a non-elite, solid CB getting paid megabucks by a retard GM.
