Per Grok, some areas have mandated taking the test, and some have included it as part of the school day which gives little incentive to not take the test. This has resulted in near 100% participation in SAT testing in some areas, which obviously means that there is a chunk of districts where the bottom third of the school is taking the test, and obviously this will skew scores downward.
